A land decision depends on what can legally and practically be built, not plot area alone.

Define the development objective

Land cannot be evaluated from location and area alone. Record the intended use, scale, timing, operator, funding, exit and minimum commercial outcome. A plot suitable for one use may be unsuitable for another because of planning, access, infrastructure or ownership restrictions.

Verify title and transaction authority

Obtain current title and land records through the appropriate official channel. Confirm the owner, plot identifiers, area, tenure, encumbrances and authority to sell. Where a company, representative, finance or joint ownership is involved, obtain transaction-specific legal review.

Test planning and use

Confirm zoning, permitted use, density, height, setbacks, parking, access, public-realm obligations and any master-developer or community controls. Do not rely on a neighbouring building as proof that the same permission applies.

Record which approvals are confirmed, which are preliminary and which remain assumptions. Material planning advice should come from the responsible authority and qualified consultants.

Inspect site and infrastructure

Review boundaries, survey, level, soil, existing structures, access, easements and nearby constraints. Investigate power, water, drainage, roads, cooling, telecommunications and construction logistics. The cost and timing of connections can change a feasibility case.

Build a complete cost and programme

Include acquisition, registration, finance, design, consultants, surveys, authority fees, enabling work, infrastructure, construction, contingency, operating setup, leasing or sales cost and holding period. Test delay, cost escalation and a lower exit value.

Protect the decision

Use written conditions where planning, access, finance, survey or other critical evidence remains outstanding. Keep the commercial model separate from legal and technical conclusions.
