Starting a Company in Dubai: Activity, Licence, Premises and Banking Checklist

Write the commercial brief first

Describe the product or service, customer, contract flow, countries involved, expected revenue, staff, premises, goods movement and regulated elements. This brief determines the licence activity and narrows the appropriate authority.

Choose jurisdiction and legal form

Compare mainland and relevant free zones only after the activity is clear. Review shareholder structure, liability, future ownership change, local-market access, premises, visas, customs and recurring obligations. Confirm the exact activity and external approvals in writing.

Build the document file

Prepare current identity and address evidence, shareholder and manager information, proposed names, constitutional documents and any qualification or authority approval. Foreign documents may require attestation or certified translation depending on their origin and use.

Price the complete setup

Separate licence, registration, premises, immigration, medical, identity, establishment, professional-service and optional costs. Include renewal, amendments, accounting, tax, audit and eventual closure. A low headline fee is not a complete operating budget.

Plan immigration, tax and records

A licence does not itself guarantee residence. Confirm the entity’s current immigration capacity and each applicant’s route. Review current registration and filing duties with a qualified tax adviser and official Federal Tax Authority material. Maintain accounting and ownership records from the first transaction.

Prepare for banking without promising approval

Build a coherent file: business model, contracts or pipeline, ownership, source of funds, expected payments, website, premises and licence. Each bank applies its own risk and onboarding decision. No setup provider can guarantee an account or completion time.

Move to operation

Before trading, confirm invoices, contracts, payment controls, data access, insurance, staff authority and renewal calendar.
